BLM 3175 Compliance Timeframes

BLM 3175 compliance is the new industry standard. There are several conditions necessary to get your facility measurement point (FMP) in line with the new BLM rules.

BLM 3175 compliance is essentially a new set of guidelines that apply to all measurement procedures and equipment installed on any new FPM on or after January 17th, 2017 as well as existing facility measurement point. Although BLM 3175 became effective on January 17th, 2017, it is just being enforced today.

New FMPs (Facility Measurement Point)

As of January 17th, 2019

  • The operator must submit all gas analysis reports to the Bureau of Land Management (BLM) within 15 days of the due date. Details on spot sampling and frequency are listed in Section
    3175.115 and on Table 1 of Section 3175.110.
  • Unless a variance is given, the operator must submit all gas analysis and related information electronically through the Gas Analysis Reporting and Verification System (GARVS). Operators that can demonstrate that they are a small business, as defined by the U.S. Small Business Administration and have no internet available may be granted a variance to the electronic submission requirements.
  • High and very-high volume FMPs must comply with the sampling frequency requirements in Section 3175.115(b). Between January 17th, 2017, and January 17th, 2019 the initial sampling frequencies required are listed in Table 1 of Section 3175.110.
  • Equipment approvals listed in Sections 3175.43, 3175.44 and 3175.46 through 3175.49 will be a requirement.

Existing FMPs (Facility Measurement Point)

Except as allowed in Section 3175.61 (Grandfathering) measurement procedures and equipment at any FMP in place before January 17th, 2017 must comply with all requirements of BLM 3175.

As of January 17th, 2018:

  • High and very-high volume FMPs must comply with all requirements of BLM 3175. Gas analysis reporting requirements are an exception and are listed in the next section.
  • Equipment approvals listed in Sections 3175.43, 3175.44 and 3175.46 through 3175.49 will be a requirement.

As of January 17th, 2019:

  • High and very-high volume operator must submit all gas analysis reports to the Bureau of Land Management (BLM) within 15 days of the due date. Details on spot sampling and frequency are listed in Section 3175.115 and on Table 1 of Section 3175.110.
  • For high and very-high volume operator. Unless a variance is given, the operator must submit all gas analysis and related information electronically through the Gas Analysis Reporting and Verification System (GARVS). Operators that can demonstrate that they are a small business, as defined by the U.S. Small Business Administration and have no internet available may be granted a variance to the electronic submission requirements.
  • Equipment approvals listed in Sections 3175.43, 3175.44 and 3175.46 through 3175.49 will be a requirement.
  • Low-volume FMPs must comply with all requirements of BLM 3175.

  • Very-low volume FMPs must comply with all requirements of BLM 3175.
